    TOD ba model mo?
Check first the piping of the vacuum. Marami ng na leche leche na ganyan dahil sa engiune at under washing. Simple lang operation ni yan, solenoid na always shut until activated, reservoiur at switch.

first thing i did. hoses on the vsv looks good. the wiring is also intact. another forum suggested that it might be the sensor on the tcase. pulled out the diagram from itocuk and had used that as a reference. any ideas on how to test it?

Give us a history on how the problem started?
Usually simple on off lang yan engagement is via vacuum.
Pag TOD (torque on demand) baka mas complicated.

it is not a TOD, no button on the dash. the tcase lever has 4H and 4L on it. i had replaced the small thimble like screen filter on the injector pump inlet. had dropped the small retaining bolt, like that is unheard off, and tried flushing it out with a stream of water. never recovered the small bolt and i guess it is still stuck there somewhere if it had not fallen out already. after that, the 4wd indicator started to blink. it still blinks specially when i am going up an incline, like the mall parking building ramps, but stays lit steadily on even tarmac. had checked from underneath but i have not seen any indication of a short or loose wires. cannot even tell if the event with the small bolt was merely coincidental. although the front wheels spin freely in 2H, i still want the problem corrected.
