    not necessarily, mine is a 3.1 and a local version. if u plan to buy a 2nd hand trooper better buy the 3.1 version because the 3.0 model has a lot of problems unlike the 3.1. You may read the other topics on troopers, good luck and i hope you will get a good find ;D
