guys, need advise on what to do:

here's the story

before January 16:
i received a call from the LTO assigned clerk at the dealership that the plate number for our tucson is ready for release with 511 as the 3-digit number. after a day or two, they sent me a fax copy of my OR & CR so that i can travel and get the plates. to my surprise, the 3-digit number is no longer the same as what they told me. instead of the 511, it's now 811. i just assumed that the clerk made a mistake and gave me the wrong numbers.

January 16:
we went to the dealership and they installed the plate numbers since the rear needs drilling. i asked for the original copy of my OR & CR (since i bought it in cash) but they requested that i be given a photocopy instead since the stickers are not yet available. they will give me the original copy when the sticker arrives. so i agreed to their request and was given a photocopy similar to what they sent thru fax but much clearer. i wasn't able to see the original OR & CR.

before January 23:
my cousin received a call from the LTO assigned clerk at the dealership to inform me that the sticker has arrived and it's ready for release.

January 23:
we went to the dealership and received the stickers together with the original OR & CR. i noticed that the OR & CR was tampered. the plate number portion was erased with a liquid eraser and the plate number with 811 was typed using a typewriter. i asked the clerk about this and said it's ok.

i really think that the OR & CR of your car is already a public document and it should not be tampered. tampering is an offense so we're not really convinced with the clerk's answer. i decided to check the records of my plate with number 811 thru LTO text service and "no record found" was the reply. i also checked the records of plate with 511 (supposedly our plate number as what the dealership first informed me until they changed it to 811) and to my very big surprise, it was registered as our hyundai tucson. it has the exact same information found on the OR & CR. i know that the registration was for our tucson because we are the only one's who purchased a noble white color from the dealership plus it also has the same date of registration found in the OR & CR.

we also checked the OR & CR by raising it behind a bright light. guess what? the plate number that was erased using a liquid eraser has the 511 digits. so this means that the real plate number of our tucson is the 511 and not the 811 that was given to us.

because of the shocking discoveries, we immediately contacted the LTO assigned clerk regarding this matter. he said that the plate number with 511 was taken away by someone else without his knowledge so he substituted it with plate number 811. i was shocked by what he said. it means that he made the tampering all by himself and that the LTO was not aware of this.

i told him that he should straighten up our registration. he should also give us the correct plate number and issue a new set of OR & CR that is not tampered. he promised that he will do this by tomorrow, Monday January 25. we will wait for the result tomorrow.

what if he can not straighten our registration by tomorrow? what should i do?
we're thinking of talking to the manager of the dealership or seek an advice from a lawyer regarding this issue.

please help.
