It's not needed. The car survived 21 years, apparently without any cooling system issues. Why change it now?
Besides, "high-speed" doesn't come free... it requires a high current draw from a wiring that was probably not designed for it. You're also putting unnecessary load on the electrical system, battery, and the alternator. This translates to more engine drag and less usable horsepower, if you want to be pedantic about it.

doing a thought experiment,
it seems to me, that...
kung hindi naman nag-o-overheat,
strengthening the fan or upgrading the radiator won't amount to much,
