The 2000 Honda Civic VTi lacks the crash sensors and control computer for the airbag. So just installing the steering wheel with airbag will not let the airbag function. So if you want the airbag to be functional on your VTi, you will also need to install the sensors (installed properly) and control computer as well.
For most, as long as you use your seat belt, you should be fine in an accident since that is the primary passenger restraint. Airbags are just a supplementary restraint and still need the use of seat belts to work properly.
