WS? ?93 - Plate covered with Sticker

Saw this Honda Civic sa NLEX... it was night time so i was not able to read clearly what's written on the sticker but i think i have read something like LTO(?)!!! The sticker is obviously put there intentionally!!!

Parang WSR or WSP ang plate niya.Gusto ata niya makita na meron siyang LTO sticker.
Meron pa nga ako nakita na tinted plate na may sticker pa na bumper2bumper at sa front plate pa niya dinikit

Definitely a WSR-593.

Palibhasa baka empleyado lang yan ng LTO or me nagbigay sa kanya ng sticker na yan. What he doesen't know is that the sticker is just the logo/seal of the LTO, nothing more.

Its just the same as those other cars that sport the PNP logo sheild para masindak ang mga naka-tail sa likod nila eh wala naman purpose yang sticker, it can't even exempt the owner from anything

i have checked for LTO logo and yun nga, same nga sa sticker niya... di ba sya hinuhuli pag pumapasok sya sa compound ng LTO???
