Considering andami nang fleet sales at contracts yung Foton, medyo sureball na yun sa bidding war. Proven capacity to fulfill contract. Proven capital to supply items before full payment. Tapos mababa price.
If there's any technical specifications stipulated for the trucks, unless crash-test data are included, no way to disqualify the Blizzard. Include crash test data, and di rin papasa ang mga Japanese na low-end, since di naman crash-homologated ang commercial versions (wala pa ASEAN NCAP scores).
Kung mag-re-require ka ng ABS at safety gear, disqualified din ang low-end ng Japanese. Pasok naman ngayon ang Thunder, na kumpleto lahat at CRDi pa.

The only way to prioritize quality over price is for an independent testing panel to grade the trucks on mechanical sound-ness and objective performance testing. In which case, cheapo base Japanese versus, say, the Thunder... eh... Foton pa rin.![]()

Some of the big boys we've bid against and sometime sub-con for opine that the "lagay" is often not worth it given the margins. Hell, calculate the margins based on regular market rates, given the prescribed starting bid, and you're in the red right away. You need big capital and a direct line to overseas suppliers (for raw materials) to make it work at all.
It's still possible to insert some grease money, given the huge volume of the bids, but I think the stricter terms and starting bids do help to minimize it. At least for some of these projects, you know that the price the government itself pays is not inflated. (As long as the supplier does not cut corners)
