Well, each of us have different driving styles, thus different braking patterns as well. Some brake earlier than most, some brake later than most. Iniiwasan ko na lang yung mga ganon. Since he brakes often and early, there's probably a lot of space in front of him, perhaps more than enough to safely move into his lane. We had a driver before who'd keep on braking. Apparently, when he did that, he was already falling asleep. Just enough warning for us to wake him up.

3rd brake lights are standard on most new cars nowadays. For me, they're a big help as sometimes it's not easy to determine via just the taillights whether the car in front of me is braking. A lot of US-produced cars do not have separate lights for signal and brake, so 3rd brake lights help clarify this ambiguity.
