For starters I believe they need to raise it a little, reinforce those cylindrical bars, and maybe put tickle bars near the side to warn sleepy drivers they are at the edge or nearing the edge of the road.

Concrete Barrier Type 90
but make it Two (2) Steel Rails on top, instead of just One (1), increasing the height to 4' 3".
the more steel rails, the better.
