common sense. you wouldnt use your high beam as much often as your low beam right?
then again how would you differentiate the one using high beams and the one who has his lights not properly aligned? Please avoid the common sense reply since that wouldnt hold water if ever the violator decided to contest the ticket. Please try to imagine yourself as an enforcer trying to enforce something that is vague.

bakit eto problema? irrelevant. brand new cars with projectors on halogen bulbs? hhmm we were talking about aftermarket hids without projectors.
you see most brand new cars with projectors (ie. fort, ms, etc) have projectors designed only for halogen bulbs and not HID kits. Iba ang retrofit ng projectors for HID kits and these usually only comes OEM with high end cars (Porshe etc...)

oem projector kits are legal, whether halogen bulbs or hid equipped. needless to say, it should be properly aligned and adjusted to the extent it cannot glare to opposing vehicles but also provides good visibility for the driver itself.
ah i guess we have different sources about that. I do believe that projector retrofits for HID kits are different from the ones using Halogens

ok, whats gonna be the common baseline?
IMO I dont give a damn about the baseline as long as there is one and it is logical, it would be fine for me....

galit ako sa naka hid without proper adjustments and projector kits. personal na dahilan. tama ka, it has to be done right.
Judgement calls without any basis is a dangerous thing.... coupled with high emotions.... Enforcing laws should be as clear as possible to avoid being twisted for the benefit of few....

    hulihin din. no questions.
easier said than done

linawin ko lang yung nakabold, eto yung pagkakaintindi ko sa post mo.

"majority of hid users use their kits on their reflector HLs without proper projector kits"

then, they're doing it the wrong way. that should be discourage.

marami na nag-install ng hid-projector retrofit.
There is a projector retrofit for Halogens then there is a projector retrofit for HID kits. Reflector headlights are a different breed.

so whats gonna be the common baseline?
Well I would like to classify lighting issues with speeding issues. You see how NLEX enforcers apprehend overspeeding violators right? I guess the same applies to lighting violations. You need the equipment to justify the apprehension. Otherwise there is no basis for the violation.

bakit manghuhuli ng HL violations sa kasagsagan ng mataas na araw? diba? common sense.
And do you prefer them dismantling your headlights in the middle of the night while you're in the middle of the road? I believe it would cause more danger than having an annoying light. Sino ba dito ang laging may dala na spare headlight bulbs kapag bumibiyahe? malamang eh madalang.....

about sa panghuhuli, pwedeng maglagay ng check points. mataas din ang crime rate tuwing gabi. kaya nga mas marami check points sa gabi kaysa sa araw. or just like what they do during the day, traps and abangers. 24 hours ang Police naten, shift by shift. atleast, more Police visibility is implemented.
traffic violations are handled by PNP HPG and not the usual checkpoint police that you see. These checkpoints are operated usually by local police near the area. I still have to see the highway patrol group do their thing after the sun sets down. And they have specific written orders on whom to apprehend or check.

a simple violation ticket with higher fees can be produced during the apprehension. confiscate the license also. dont give back the license until the violation is corrected. kung hiniram lang ng nahuli, abala na din sa may-ari.

it should be stricter than before. para magtanda ang lahat.

    my two cents brother.
Ang problem nga eh may violation ba? Could you provide us any link about HL violation?

Sorry for the OT and again this is what i think the best solution... Kagaya ng wang wang at blinkers it is either meron or wala... huli kung meron, ligtas kung wala.

upon enforcment apprehension, demonstrate it if you're in high beam or on low beams. Issue a ticket once proved the HL is not properly adjusted

you were saying from your previous post/s that there should be a common baseline, but now, you say this?

huh? anu relevance ng reply mo sa post ko above this quote?

i said majority of HID users install their kits on reflector type Headlamps. gets?

i hope, there would not be more anomalies on buying this light measuring equipment. like i said on my previous reply.

eto sagot ko diyan, from my post

additonal: no need to dismantle the whole HL assembly. just a simple apprehension ticket just like what traffic law violators receive.

so "maybe", higher ranks should add apprehending the PD96 violators (or if ever, when the PD96 is revised that includes over-glaring HLs) to the orders of checkpoints i mentioned.

wala pa. nakatambak sa congress or senate ng Philippines. not sure though.

pero sa US bawal ang Aftermarket HIDs

    http://orca.st.usm.edu/~jmneal/tiburon/hids.htm

    9. Are HID's legal?
Installing HID's into a vehicle not originally equipped with them from the factory is technically illegal. Practically speaking, you stand little chance of being cited for them provided you educate yourself on the requirements of HID lighting and take the necessary steps to ensure you have the right equipment and adjustments to keep it safe. That is, make sure your vehicle's headlight assembly uses an appropriately designed projector lense (as opposed to a reflector), and of course that your headlights are properly aligned after installation. Many newer vehicles use projector lenses because stock halogen bulbs also benefit from the "light shaping", but having just any old projector lense does not necessarily ensure that the beam pattern will be correct. It is absolutely essential for HID's to give the light output a sharp cutoff line to prevent blinding oncoming traffic. As HID's become more popular, aftermarket projector housings are being produced for some vehicles.

The Department of Transportation (DOT) states that improperly-installed HID's are getting a lot of complaints. Vendors will usually include a disclaimer that they are intended for offroad use only, but it's no secret that people don't follow this rule. Now, there are a lot of aftermarket automotive parts that qualify as illegal but aren't strictly enforced. Logically, the safety implications of blinding oncoming drivers are more serious than, say, an exhaust that exceeds the legal noise level. So the DOT has actively gone after vendors of HID conversion kits, threatening monetary fines if they continue selling them, and consequently there are now fewer places to buy them.
^^and that should also be implemented here in RP. imho

I give way to them when they flash me. Ano ba mga to, escorts? Minsan pa bm na mahaba tapos naka-on ang blinker sa dashboard kaya pinauna ko when I looked at who was inside, mahirap maaninag dahil very dark ang tint pero mukhang donya na nasa likod. Sabi ko baka politiko.

Bawal or not. I don't give a damn.

HID - Heh, and how could they prove that it's HID ? Maraming kotse na ang ballasts eh naka tago.

Loud mufflers - Well, yeah. I do agree. I have one, pero pare chambered naman ... You can call me syento sitenta pero wag naman syento bente. Tahimik naman kasi pag bente eh. hahaha !

Scuv, god damnit. Eto ang maingay, pucha. Baka nga pag meron ako nito hindi ako makabirit ng hindi ako nabibingi eh.

Lowered - what ? Well. If this is real, goodluck kung mahahalata nila yung akin. hehe

Foglights - IDK. Been explaining this on the other threads.

    Para hindi OT ...

Wang wangs. Yes, I agree with it. In fact masaya ako na wala na ako nakikitang ganyan. Pero yung ugali ng dating nakawang wang eh hindi natatanggal so the " angas " on them is still there.

And kung ako tatanungin niyo kung tatabi ako pag winangwangan. Oh yes I will. Bakit ? Wala lang. Baka naman kasi super emergency yun talaga na hindi nila pwede mamiss like ... pagtae, pagihi or pagwitness ng kasalan ng kung sino man. hehe

    *sg ...

Hindi ko pa rin tatanggalin ang SB boys at hindi kita tatawagin na " sir ". :hysterical:

Same question here. Almost got sideswiped yesterday afternoon ng hilux with led blinkers inside the bumpers and sa loob ng windshield with matching siren pa. Di makita yung driver kasi super tinted. May naka tail pa na pajero, same blinkers and all. Kala ko bawal na to?

    volunteers ba exempted?
