I'm sorry, but Binay's reasons for allowing sirens to be used by elected officials lower than stated positions in the law are flawed and pathetic.

It is not an elected official's job to respond to emergency situations. That's the responsibility of policemen/firemen/paramedics who are *the* frontliners in any emergency situation. A mayor normally does not need to be the first one in the scene of an emergency, unless he just wants pabida points for show to the stupid people.
