Based on my understanding in the quoted statement above, they implied that sirens and blinkers should mount only in AUTHORIZED VEHICLES only like ambulances, police patrols, and fire trucks.. The devices should not mount in private cars even though that the owner of the vehicle is a government official or police...

It is hard to admit but this is the reality... Members of PNP and other government officials like Senators, Congressmen, Mayor, even Councilors, some Brgy. Captain and other private individuals who has a sirens and blinkers are the no.1 whose violating this law. In addition, some of the government officials are not contented in mounted siren devices
in their vehicles and they hiring police escorts to prioritize them in the road.....
