why not? a lot of government agencies were made to answer for the misuse of red plate bearing vehicles. a lot of people i've known who had written anonymously, and the agencies complained of were made to answer.

their public assistance have helped a lot of people. just don't be overwhelmed with what the media told you. they also have success stories not fed to you by media. if we become apathetic by reason of perception just imagine what will happen to the Phil.
