2 dead as check on SUV without license plate turns bloody in Cavite

The fatalities were Chief Msgt Julius Arcalas, of the Cavite Highway Patrol Team (HPT ), and Methusael Cebrian, an occupant of the SUV, a green Nissan Terra, who turned out to be husband of a Philippine Navy officer.

Col. Marlon Santos, Cavite police chief, said in a phone interview that Arcalas and other members of the HPT stopped the Nissan Terra because it had no license plate.

Santos added that police also got information that Cebrian was in the Philippine Military Academy sometime in 2007 and 2008 “but was dismissed.”

Citing accounts of what happened, Santos said Cebrian appeared to be getting something from inside the SUV before alighting and surprising the police team by firing a 5.56 mm Bushmaster rifle, which has the same caliber as an Armalite.
Arcalas and the team’s lead officer, Capt. Eduardo Joy Guadamor, sought cover behind the SUV but Cebrian kept firing at the policemen’s direction, according to Santos. Cebrian, he said, “even had to change magazine.”
Cebrian was hit as police returned fire and died instantly, while the driver of the vehicle, later identified as Raymond Zuņiga, sped off.
Arcalas, the only member of the team that was hit, died while being taken to the Cavite Medical Center.

Checkpoint this morning Makati-Mandaluyong bridge. Looks like PNP armed with long rifles stopping cars with no plates. Two of them will approach from both sides of the car with rifles half raised.
Driver already surrendered and is now in the custody of Cavite City PNP.

Driver of vehicle involved in Cavite City shootout now in police custody

The driver of the vehicle involved in the shootout in Cavite City, which killed a member of the Philippine National Police - Highway Patrol Group, is now in police custody.
Authorities on Monday said the driver, identified as Reymund De Leon Zuņiga, surrendered and was turned over to Police Lieutenant Colonel Franco Allex Reglos, chief of Cavite City police, on Sunday night.
According to PNP-HPG chief Police Brigadier General Alexander Tagum, criminal complaints would be filed against Zuņiga for allegedly being an "accessory" to the crime.
"Presently nasa kustodiya siya ng Highway Patrol Group and today he will be facing criminal cases na ifafile natin for his part during that incident," Tagum said.
The HPG who was killed in the line of duty had 5 children.

Vehicle involved in Cavite shooting allegedly acquired through 'pasalo' scheme -HPG

The chief of the Philippine National Police-Highway Patrol Group (PNP - HPG) on Tuesday said the vehicle involved in the Cavite City shooting incident was allegedly acquired through a new scheme of carnapping.

"After our investigation po sa background at identity po ng SUV vehicle, napag-alaman po namin na naka-alarma po pala itong sasakyan," Tagum said.
"Ito po 'yung bagong bersyon po ng carnapping. Ito po 'yung tinatawag na modus operandi na pasalo. Ang modus po na ito, may mga fictitious person na maga-apply po ng car loan sa mga bangko na mayroon din po silang kasabwat sa loob na in spite na fictitious 'yung pangalan at questionable 'yung background, naaprubahan po 'yung car loan," he said.
"Normally po ito po 'yung mga nakapromo na no downpayment so pag nakuha po nila 'yung vehicle, after a while po ipapasa na po niya until such time magpasa pasa na po ito kaya nga po ang tawag dito pasalo..." he added.
