Driver of vehicle involved in Cavite City shootout now in police custody

The driver of the vehicle involved in the shootout in Cavite City, which killed a member of the Philippine National Police - Highway Patrol Group, is now in police custody.
Authorities on Monday said the driver, identified as Reymund De Leon Zuńiga, surrendered and was turned over to Police Lieutenant Colonel Franco Allex Reglos, chief of Cavite City police, on Sunday night.
According to PNP-HPG chief Police Brigadier General Alexander Tagum, criminal complaints would be filed against Zuńiga for allegedly being an "accessory" to the crime.
"Presently nasa kustodiya siya ng Highway Patrol Group and today he will be facing criminal cases na ifafile natin for his part during that incident," Tagum said.
The HPG who was killed in the line of duty had 5 children.

The chief of the Philippine National Police-Highway Patrol Group (PNP - HPG) on Tuesday said the vehicle involved in the Cavite City shooting incident was allegedly acquired through a new scheme of carnapping.

"After our investigation po sa background at identity po ng SUV vehicle, napag-alaman po namin na naka-alarma po pala itong sasakyan," Tagum said.
"Ito po 'yung bagong bersyon po ng carnapping. Ito po 'yung tinatawag na modus operandi na pasalo. Ang modus po na ito, may mga fictitious person na maga-apply po ng car loan sa mga bangko na mayroon din po silang kasabwat sa loob na in spite na fictitious 'yung pangalan at questionable 'yung background, naaprubahan po 'yung car loan," he said.
"Normally po ito po 'yung mga nakapromo na no downpayment so pag nakuha po nila 'yung vehicle, after a while po ipapasa na po niya until such time magpasa pasa na po ito kaya nga po ang tawag dito pasalo..." he added.

Brig. Gen. Alexander Tagum, HPG director, issued the directive after one of their police officers, Chief M/Sgt. Julius Arcalas, died during a clash with an armed passenger of a Nissan Terra on Nov. 6.

Tagum said police officers should not take chances and compromise their safety, especially if the vehicle they are inspecting does not have a license plate and conduction sticker.
“Kapag tinaas ang bintana, bunutin mo na ang baril mo at atras ka kaaagad (When the car’s window is rolled up, draw your gun and back away immediately),” he said in a speech during the send-off ceremony for HPG personnel at Camp Crame in Quezon City.
Cebrian’s driver, Reymundo Zuńiga, told police Cebrian ordered him to roll up the window just before he stepped out of the car and shot at Arcalas.

Tagum said Arcalas should be their last casualty and that nobody should suffer the same fate.
The HPG will come up with a video training program for its personnel on the procedures for the inspection of vehicles.

After the incident, netizens were criticizing the way police handled the situation; guns should have been drawn daw, should have called back-up and the likes. You know naman people in socmed everybody’s an expert.
But stopping cars without plates have been going on for quite some time, since early August. Started with supercars along Slex and Nlex. Talagang tickets yun walang pakiusap, kaya mabibilib ka rin sa leadership ng HPG, they’re not afraid.
