public roads belong to the public domain and for the use of all. this likewise means there is access for all
first, check with your barangay or municipal or city government for any ordinances governing street parking in your area. book 1, title 1, chapter 2, section 21(d) of the local government code provides:
"Any city, municipality, or Barangay may, by a duly enacted (sic) close and regulate the use of any local ordinance, temporarily street, road, thoroughfare xxx"
second, your access to the public road from your garage should not be blocked as the road belongs to the public domain and not exclusively to the person blocking you. Art 420 of the civil code states:
"The following things are property of public dominion:
(1) Those intended for public use, such as roads, canals, rivers, *******s, ports and bridges constructed by the State, banks, shores, roadsteads, and others of similar character; xxx"

thus, without any claim of ownership, whoever is by blocking you is considered a nuisance. Art 694 of the civil code, it is provided:
"A nuisance is any act, omission, establishment, business, condition of property, or anything else which:
(1) xxx; or
(2) xxx; or
(3) xxx; or
(4) Obstructs or interferes with the free passage of any public highway or street, or any body of water; or
(5) Hinders or impairs the use of property."
