All departments may kanya-kanyang raket! Reasoning naman nila is OK lang mabuko. what's 1 to 2 weeks of bashing (and then baon na sa limot) compared to the money they are going to get. Di na uso ngayon ang integrity sa govt official. Di na mahalaga ang malinis na pangalan anyway di naman nakakasagot sa LUHO ang Integrity.

I'm no GMA fan and far from being one pero it's not the fault of GMA -it's the whole government system that is at fault. This type of things i.e. overpriced items has been going on for generations.
Now if any of you believe that corruption will be trampled down by any of your presidential bets, then I respectfully think that's just wishful thinking. Corruption will, unfortunately, still exist even if the person that is sitting inside Malacanang is replaced: it (corruption) would just be in a different form.
Now, those of you who have migrated abroad or have tasted living abroad i.e. in "1st world countries", might say that there is no corruption in this or that country but how can you tell? Really, how can you tell?
Governments are the same everywhere. There IS corruption in every government, but some governments just do a better task of hiding their devil's tail so that their angel's halo would be the focal point. Heck, even in the basic social group i.e. the family, there's corruption. How many among us told our children not to tell us to our spouse if our child caught us doing something stupid, in exchange for a treat ? How many among us went to our kid's school to give "gifts" to our child's teacher so that our child would be the "chief dog" of the class? Sure, these are peanuts compared to that whole noodle thing but corruption is corruption no matter how big or small it is.
Me? I'm not surprised about this whole noodle thing and yes, I'm pissed of about it but unless I can do something directly about it, I'd rather do my own little share quietly of trying not to feed the monster by patiently duking it out with government by NOT subjecting myself to their "gentle hints" of how "things can be made easier" or by resisting the urge to ask them how can they "help" me.
Then again...logic, practicality and/or dire need still sometimes gets the better of me. That, I ain't proud of.

AN ORDINARY HK STREET- Clean and tourist friendly. Notice the broad and unobstructed sidewalk. That's why it's a joy visiting Hongkong!!!
TYPICAL MANILA STREET- Notice the street trash, the istambay scratching his fungi-laced foot, the tricycles taking up one lane of the street (facing the wrong way pa, jeeez!), the placement of the lampost, the dilapidated sidewalk and the vendor who is not supposed to be there in the first place. Yan and style PINOY (PATHETIC OR COMEDIC?) :oops: .
We are not talking about streets here. We are talking about corruption in Government. Sure, HK is a better city than Manila by probably a thousand fold and I've been in HK several times but can you give factual evidence that there is no corruption going on in the HK government? Tokyo has clean streets but there have been a lot of publicized corruption scandals in their government. Kuala Lumpur has clean streets but the corruption index for Malaysia has grown in the last two years. Singapore, long perceived by people as "corruption free", had it's own share of corruption scandals i.e. 1996 incident involving Lee Kwan Yew and his son Lee Hsien Hong - and yet, Singapore is probably the cleanest and tidiest country in the world. True, Singapore is least corrupt country in the world but "least corrupt" is very far from "not corrupt".
Clean streets is not a credible sign of non-existence of corruption. Good governance and development yes, but corruption no.
The thing with a lot of Filipinos is that we always complain - yet most of us do nothing. We just sit idly by and always say "problema na government yan". Also, I've been in places worse places where the dirty streets of Manila would look clean. Any of you have ever intentionally toured the ghettos and squatter colonies in India and Egypt?
Overpricing is a form of corruption. How many of us bought an item dirt cheap yet sold it for 5x its purchase value? (NOTE: ibang usapan yung binile natin ng bulokis pero nag-invest ng resources para ayusin at ng maibenta). It's the same thing with the noodles thing but the issue is, most of us don't think it's not corruption as we are benefiting - and that because we did it as private citizens. We also have a notion that government people are the only ones corruptible which is untrue as there is corruption in the private sector. Heck, government earns from the private sector and if there's corruption in government, there's corruption in the private sector as well.

i agree in part; in that when transparency and integrity are absent in governance it's not good governance at all...just like what i have said in my other post that when discretion and the exercise thereof lacks integrity and transparency, it provides an excellent breeding place for corruption, when it has remained unchecked over time, corruption becomes an intergenerational malady.
in the past we see corruption in hard projects, like unfinished roads and white elephant school buildings, and yes, mammoth gymnasium...the corrupt then perceived that this was an easier way to corrupt, all the contractor needed to do was just to give 50% or so of the entire budget as "under the table". now, corruption has metamorphosed in the guise of social security...this time, in the form of soft projects, i. e. giving out of school supplies and rice, 500 peso subsidy for every poor Filipino family, fertilizers for the farmers in the countryside, swine to augment the income of every poor Filipino family by hog raising, etc.
with the entire Philippines seeking to benefit all these, the government buy it in bulk and distribute it to (how many?) LGUs...the culture of corruption has eroded our peoples' sense of accountability, transparency, and integrity, would all of us care to check if all the goods were indeed delivered? i don't think so...corruption being staged in an overly syndicated and secretive manner, would a superficial vigilance suffice?
it's no longer under the table, it is including the table. and yes, they do it with impunity. and let's not forget that most often the private sectors contributed the greatest pressure for our government officers and employees to corrupt...kaya nga the law penalizes direct bribery and those acts under RA 3019 or the Anti-Graft and Corrupt Law because there had been a tacit recognition that the private sectors are involved. the same reason why they may be included in a crime which ought to be commited only by those in the government.![]()

a little OT but sad to say ganiyan na ang takbo ng halos lahat ng govt agencies natin. Tama si sir Nicolodeon that corruption will never go away sa govt agencies. pero I believe na nasa namumuno ito kung ma minimize ba o magiging rampant.
I am sure sa first world countries meron din corruption pero pansinin niyo hindi rampant and walang "culture of impunity".
Sa term lang naman ni GMA naging ganyan ang culture ng corruption e. Kung malinis lang sana si GMA e di sana kinasuhan na lahat ng na involved sa corruption scandal. after a few years lang siguro e minimized na kaagad yan. magkaroon man ng hokus pokus e disimulado at hindi garapalan kagaya nito.

BTT: DepEd, since time immemorial, has overpriced a lot of items. So (sadly) this noodles thing ain't new. Now, if this noodles fiasco happened, say, late 2007...would a presidentiable "rattle the sabre" so that "the sword of justice" would be brought down to those erring government persons? My personal view: probably not....not unless their positioning and posturing would benefit them. It's interesting that, every time "election season" is near, them big wig politicians have the light switches inside their head turning on and saying "aha! there is corruption here...there!" An lot of my relatives work for the government. A number of them work where the money is (go figure) and have worked for all the presidents since Marcos and according to them, this overpricing thing is not new. Heck, one of them even told me that he thinks that all items being bought by the government are overpriced.
OT: Know what else is interesting with us? Most Pinoys trumpet to the world that the Philippines is a corrupt country. A lot of Pinoys tell foreigners that the Philippines is corrupt i.e. one of the first things that most Pinoys do when they tell foreign visitors about the Philippines is tell stories about corruption. While most of them are true, I believe some of them are exagerated. So, when that foreigner returns home, he/she would tell the corruption story that Pinoys tell him/her with addd exageration. I've been to China and the whole world knows that the Chinese government also has corruption but I never met a Chinaman who trumpeted corruption in their government to me. Know where I saw this "mentality"? In South America and some parts of Africa.
