Pano ba yung odd-even na scheme? Naririnig ko na to nung nasa probinsya pa ako. Pero nung andito na ako sa manila parang color-coding na lang yun iniimplement.

I heard the interview of Gerry Baja and Anthony Taberna with Francis Tolentino a while ago and he said that the odd-even scheme is only limited in EDSA for private vehicles and buses but due to a meeting, it ended up with private cars only. You could use other thoroughfares but you should be aware that your car is not covered with the color coding for that day. He said that they will start the trial on Nov. 15 up to some time in Jan 2011. Odd numbers are prohibited to use EDSA from 7am to 7pm, no window time, during MWF and Even numbers are prohibited in EDSA during Tues, Thurs and Sat. He said that he had a meeting with other bus transport groups and they have requested that they will follow provided that the color coding will be used to them while the odd-even will be for private cars. He said that the operators told him that their operational expenses will be affected if the odd-even will be used to them.

I just couldn't believe that this is the best solution that they could come up. I think what they should do is discipline the PUV drivers.

Like along Commonwealth, the bottlenecks from Fairview are in Fairview Center Mall then the area of Commonwealth Market, Batasan, Don Antonio, Tandang Sora then Philcoa. The common denominator of what's causing traffic in those areas is the number of PUVs loading and unloading without even thinking if they are blocking the traffic as long as they could get passengers. There are traffic enforcers along the avenue but I guess they are so numb already with the system that the only thing that they do is to look for color coding violators or pull over those delivery vans to get bribe.

So if you put that setting in EDSA, it's still the same coz imagine if 1 bus starts to unload improperly, the whole lane has to stop which would cause a domino effect. Now multiply that 1 to hundreds, EDSA will become a parking lot.

MANILA, Philippines - Heavy traffic on EDSA has been a daily problem for every motorist.
The Metropolitan Manila Development Authority (MMDA) believes this is already due to the sheer volume of vehicles.
In fact, statistics show more than 100,000 vehicles ply EDSA every day.
The MMDA has been implementing a number-coding scheme, but it only reduced the amount of vehicles by around 20 percent.
Now, the MMDA is reviving the odd-even scheme, where they expect the volume of vehicles to be reduced by almost 50 percent.
In the odd-even scheme, only vehicles with plates ending in 2 specific numbers are prevented from using the streets.

"We expect to reduce the volume of vehicles drastically by around 40 percent if this will be implemented," says MMDA Chairman Francis Tolentino. "Kailangan po natin yan, to increase productivity, lessen carbon emissions, improve the quality of air in the metropolis, as well as to have a less stressful daily life here."
The MMDA wants to start the implementation by November 15.
They will test the scheme until January 15 and implement it for all types of vehicles from private to public, and even motorcycles and buses.
MMDA believes there are too many buses along EDSA, and most of them are not even full most of the time.
But bus operators are opposing the scheme this early. They believe the government should resolve problems on enforcement first.
Southern Luzon Bus Operators Association (SOLUBOA) President Homer Mercado says there are more private cars than buses on the road. He is also convinced commuters will also suffer if half of their fleet fail to leave the garage each day.
Operators and drivers will also be affected since they will lose half of their income daily.
SOLUBOA plans to seek a meeting with Department of Transportation and Communications (DOTC) Secretary De Jesus in order to prevent the implementation of the scheme.
Others are suggesting that the government just extend the number coding to public utility buses (PUBs) since they are not covered by the scheme right now.
The Metro Manila City Council will call for an emergency meeting this week to vote on whether to impose the odd-even scheme. -- with a report from Timi Nubla, ABS-CBN News

This scheme simply isn't going to work.

Why don't they just make EDSA a toll road and get it over with... More money for the government. People can drive whenever they like. And there will be a reduction of vehicles on the road... or not. Who cares. That money will go to building more roads and subsidizing the MRT.
