Sticker system din ba sa UST?

I was just thinking, is the area highly populated? If they did it in the light of day, howcome no one even took notice. But then again, maybe someone took notice that's why they weren't able to cut off your LTO Plates. It's just unfortunate that several damages have already been done before someone took notice if at all.
