Lately, several train-related accidents were in the news and I can't help but wonder, who's at fault at this unfateful tragedies. true, human error or the driver can be faulted for this, partly I guess--because if only PNR had enforced ownership over the strip along the RR tracks then these accidents could have been avoided if not lessen. Case in point, the recent tragedy in Calamba crossing where a mother and daughter died. If you will observed, the proliferation of squatter shanties had reduce the crossing to a mere corner alley and a blind-spot, to say the least. Had PNR enforced the 20-meter easement on both sides of the RR then we the motorist while approaching a RR crossing even without the pole or bar could see an approaching train even on a dark-rainy night (the condition when the mishap occurred in Calamba RR). The problem is the social ills which is besetting a poor developing country such as ours. But it should be the responsibility indeed of PNR to prevent their RR tracks being invaded by informal settlers. I hope this would motivate PNR management to act and show they mean business by clearing all strip along the RR tracks of squatters, to end tragic incidents from this point. They have already done it within Sampaloc area which is really laudable, but I wish they could do more. Also, I wish Sec. Mar Roxas is a member of tsikot.com so he is well aware of the goings-on. Usually if the accident is train vs people, the cause it ALWAYS the people. The poor has made their homes besides the tracks, they love walking along the tracks. The tracks should be always clear of people and other obstructions. People think just because the train is slow, they can avoid it but once in a while they are fatally wrong on that.
As for train vs vehicle, it depends on the crossing especially if the barriers still work properly.
We must always remember, trains cannot stop quickly like cars. Trains will always have the right of way once they are moving.

Ganun talaga ang problems ng Philippines. They wait for the problem to grow instead of stopping before it goes out of control. No POLTICAL WILL. Reason always it's no harm anyway, as if someone will die if you live beside the train tracks.

Palagi ako dumadaan sa mga railroad crossing sa Laguna, Calamba & Los Banos.
Wala sign boards.
Wala bantay.
Dapat kung dadaan ka dun, alert ka talaga dapat.

Like the original post said, the crossings in Laguna are often reduced to unlit alleyways with no signboards. If you're unfamiliar with the area or it's dark, you really won't know there's a crossing there.
They cleared out all the squatters a while back. Angkapal ng mukha, bumalik. Pina-renta nalang relocation land nila, kahit may kontrata na hindi puwedeng gawin yun.
We simply lack the policing power to stop them.
