Formerly, pedicabs or "padyak" roam Wilson Street along Cardinal Santos Medical Center but they ceased to operate sometime in 2007. Multicabs were infused to their routes. I think Estrada won't allow the kuligligs in his area, they already phased out the pedicabs what more these "pests" called kuligligs?

i was in divisoria kanina syempre meron pa din kuliglig pero in fairness nabawasan na sila pero madami pa din mga pasaway na panay ang counter flow.

after divisoria sa quiapo naman kanina funny is that ng mag park palang ako nakita ko na daming itinaling mga kuliglig ng pulis na hahatakin yata mga 10 yun pero after mawala ng mga pulis ayun nag lipana na ulit sila sa kalsada.

wala talang kadala dala.

kaya dapat lang na sirain na mga yan para di na maka pasada kasi sobrang titigas ng ulo.

All in the name of making a living?
MOTORING TODAY By Ray Butch Gamboa SPMJ (The Philippine Star)
Updated December 08, 2010 12:00 AM

Indeed an abused and overused excuse by many in the country in order to go around the law – “Nag hahanap buhay lang po kami. Mas mabuti na po ito kaysa magnakaw.” (We are just trying to make a living. This is better than stealing.)

We doff our hats to Manila Mayor Alfredo “Dirty Harry” Lim for showing political will in not allowing a flagrant violation of the law – the continued operation of “kuligligs”.

“Kuligligs” are improvised, makeshift motorized tricycles. They are presently considered as not roadworthy and cannot be registered with the Land Transportation Office (LTO) and are therefore illegal vehicles. They do not have identifying serial numbers and as such, cannot be insured.

So how can a motorized vehicle without any roadworthy approval from the land transport agency of the country, which cannot be insured, be allowed to run in our streets? Who shall answer for damages, injuries or worse death if these vehicles figured in accidents?

Many motorists are of the opinion that it is bad enough for some local government leaders, mostly for political reasons, to allow motorized tricycles access to main roads. But to allow these unsafe and untraceable vehicles to run in the streets is something that’s unacceptable to many.

And many in the media, I’m sorry to say being a media man myself, is not helping the issue any by depicting those who flagrantly violate the law as victims of people who uphold the law. And for what – TV ratings?

The “kuligligs” and for that matter any vehicle that is not allowed by law to be in the streets should be kept out of the streets for the paramount safety concern of the general motoring public, which includes motorists, pedestrians and commuters.

We support Mayor Lim in this issue although we also wonder if we would still have this problem if it was nipped in the bud. Would their numbers have grown if they were not allowed to stay for a little while before they were totally banned?

How you going to heavily tax sellers of multi-purpose utility single cylinder engines when it is the end user that is at fault? The same engines are used for other purposes including pumping water, generating electricity, moving stuff (provincial), agri purposes, etc.

It is not like cigarettes or beer that have only one use.

ummm.. parang wala po silang importer/supplier since chop-chop parts yung ginagamit nila. Ive seen kuligligs with disk brakes and others yung normal bike brakes lang. Ang mga motor na ginagamit nila wala din "standard" for kuligligs at depende kung saan nila nakuha kaya mahihirapan mag habol for the tax sir.

Intensive anti-kuliglig drive lang talaga ang pina ka best dito imo.

My general observation: they were lessened by not totally eradicated. Quiapo area along Palanca Street was okay when I passed there between 2 to 3 pm. Just saw a few "padyak" and 3 kuligligs. They should continue their apprehensions, unless the "barbarians" got a "TRO" from the court.

This issue is again being discussed, they have to covert their "kuligligs" into tricycle for them to continue to operate. Bad move mayor, I suggest you think hard on this....

Lim prodded on vow to make ‘kuliglig’ into a full tricycle

TO COMPLETE the evolution of the kuliglig (motorized pedicab) into a tricycle, the Commission on Human Rights urged yesterday Manila Mayor Alfredo Lim to issue an executive order providing the guidelines for the transition.
Speaking at a dialogue at the City College of Manila, CHR Chairperson Loretta Rosales stressed that there should be clear documentation on a promise made by the mayor to the kuliglig drivers, who would be afforded the opportunity to convert their vehicles to tricycles.
“In discussions like this, when the mayor gives a promise, the best proof of that would be an administrative or executive order from the city of Manila,” Rosales pointed out.
She explained that without a new executive order to supersede Executive Orders 16 and 17, the directives on the phase-out of public utility motorized three-wheeled vehicles on the city streets, “the assurance is not as clear” that the kuliglig drivers would not lose their means of livelihood.
In a meeting with kuliglig drivers on Jan. 18, Lim agreed to guarantee loans to be made by the drivers for the purchase of motorcycles to do away with the motor engines they previously used.
Manila Tricycle Regulatory Office (MTRO) officer-in-charge Agamer Abam said that the only conditions given by the mayor were for the kuliglig drivers to obey traffic laws, avoid major thoroughfares, as well as stick to a dress code.
The MTRO OIC revealed that to obtain the loan, the drivers are required to be 18 years old and above; bona fide residents of Manila; legitimate members of kuliglig drivers’ associations; to have driver’s licenses and barangay clearances.

The only difference between a kuliglig driver and a tricycle driver is the presence of a LTO registration and driver's license.

Pare-pareho lang silang mga tamad at walang utak.
