The same way they apprehend Jaywalkers. Anyone who obstructs traffic may be apprehended.
P500 fine, 3-hour estero cleaning for jaywalkers

MANILA, Philippines - Pedestrians in Metro Manila will now be fined P500 or ordered to clean esterors for three hours for jaywalking.
The Metro Manila Council (MMC), which is composed of the mayors of Metro Manila on Tuesday approved the recommendation of the Metropolitan Manila Development Authority (MMDA) to increase the penalty for jaywalking from the present P200.
The MMC also approved the recommendation of the MMDA that jaywalkers who could not afford to pay the fine be made instead to help clean any of the Metro’s waterways or esteros for three hours. Previously, jaywalkers who could not pay the fine are made to attend a disaster assistance seminar.
MMDA Chairman Francis Tolentino said the new penalties for jaywalking would take effect 15 days after publication in a major newspaper.

kasi considered terittory nila yun. kapal no. kaya di mo rin masisi yung mga TE kasi assigned lang sila dun. kuyog aabutin nila dun pag wala silang sinantong violator, di rin sila sasantuhin.
pag pulis naman, bata nila yung mga pedicab boys, may tong sa mga jeepney driver, pati sa sidewalk vendors. kulang nalang sundalo magbantay sa lansangan.

same dito sa Mandaluyong.. pag tricycle pwede dumaan sa one way hindi naman nila hinuhuli.. kahit gawin terminal yung kanto nang Shaw blvd at Laurel St (sa may S&R) deadma lang yung mga enforcer.. eh ang linaw na one way yun palabas nang shaw blvd pero yung mga tricycle naka counter flow parati..
Wala daw kasi sila kita sa mga trike at PUV drivers eh, kamot ulo lang.
Sa private cars, hassel pa makipag-areglo or kumuha nang license at magbayd ticket kaya "tong" na lang agad. kaya ako hindi nagbabayad sa ganyan, kapag may violation, bayad na lang talaga.
Maraming ganyang lugar sa Pinas. Pusong mamon ang batas at nagpapatupad ng batas. I used to hate these PUVs (jeepneys, trikes, taxis, UV express, bus, pedicabs). But I came to the realization it's not good for my health because I encounter them on a daily basis. And no amount of cursing or beeping would compel them to change their driving behavior. In other words, I'm resigned to the fact that I won't see any improvement on road discipline during my lifetime. Whatever happened to GMRC though?

i had a personal encounter with an MMDA TE once, nung nahagip ng truck yung kasama kong rider. in fairness kay mamang TE kalmado lang siya kahit gusto ko na patayin yung truck driver. handled the situation according to the book...
...kaso nung uwian na (from the police station) nanghingi ng pangkain kasi 5-6pm yun. binigyan ng kasama ko ng 50 ata, pamasahe na rin nya from pier to plaza dilao. hehehe
