    In the wake of the recession that struck the United States in 2008 and forced the federal government to bail out both General Motors and Chrysler, the colloquially known "Cash for Clunkers" program was pushed to save thousands of jobs and spur the growth of the American auto industry.

    Well, it seems the Board of Investments is planning something similar for the Philippine market, as revealed by BOI executive director Lucita Reyes at the recently held "Usapan AAP," a monthly industry forum organized by the Automobile Association Philippines.

    According to Reyes, BOI is currently working with local carmakers and distributors to create a "road map" that would make it feasible to grow the local car-assembly industry even further without reducing the excise taxes placed on the assembled vehicles.

    Unfortunately for used-car owners, one measure being looked at is to phase out vehicles that are at least 10 years old. Citing figures provided by the Land Transportation Office, Reyes claimed that of the 3.1 million vehicles currently registered with the agency, approximately 1.7 million are vehicles that are already more than a decade old.

    Reyes also added that, beside stimulating local sales, replacing the older vehicles with new ones is good for the environment, thanks to fuel-efficient systems that new cars are equipped with.

    Unlike the United States government, which subsidized the cost of the new cars in exchange for the old ones, Reyes pointed out that it will be up to the car assemblers to establish a "buy-back" program for their old models in exchange for a customer's purchase of a brand-new one.

    Brenda already submitted a law regarding this diba. Wala mangyayari dito. 90% of businesses ata are using converted 1990's isuzu forwards/elf eh. hehe

    Tapos dagdag mo pa mga taxi, jeepneys na jurassic na. Malabo yan.

    Maybe they can start with implementing a 20 year old ban. I mean REALLY implementing it to strictly include public utilities and government vehicles other than just the usual private vehicles. And then move on to the 15 then the 10 year old vehicles.

    Brenda herself is using converted Toyota vans and LC80s for her back-up vehicles. ;) (in fairness to her, relatively maayos sila magmaneho sa kalye).

    IMO, better they mandate that PUVs older than 10 years be replaced with new units first before tackling private cars which are generally better maintained. Besides, from what i see, old cars from the 90s are becoming scarcer already so there is a natural attrition as they become harder to maintain and with the influx of better, newer cars in the second hand market and affordable financing schemes for new cars, people are indeed trading up more often it seems.

    If they want to spur the auto-industry:

    - reduce the tax on each car sold. Cheaper cars will mean more cars sold.
    - more cheaper cars means more older cars will fade out by itself faster.
    - cancel the MMDA traffic coding. This is one major reason why many people own an old car, as a "coding" car.

    Unless they give me a 50-70% discount on a new Jimny, I'm never giving up my 4x4 Vitara.

    What works in a 1st world country doesn't mean it'll work in a 3rd world one. The salary of the average filipino doesn't allow him to buy a brand new car. Even if they manage to get all the old cars off the road, the environmental effect of having to add even more PUV's on the road to service the 1.7 mill additional commuters will negate any benefits to the environment this proposed plan has.

    Would rich people still buy multi-million peso cars when after ten years it will be banned from the road?
