Preconditions are still there, which means that it's not universal. Ergo, it will still be frowned upon, especially since it's often misused on the road. No different from frowning upon the prevalent practice of 'flashing' other motorists which, while annoying to certain people (myself included), turns out to be an accepted road signal internationally.

Try driving along Aguinaldo Highway in Cavite, most drivers regularly plying the route overtake on the right side of the road. An example of what has been happening in the Philippines ages on...kung ano ang ginagawa ng karamihan, yun ang nagiging tama sa mata nila. Kaya kung hindi ka sanay sa Cavite, wag ka mabibigla kung sa kanan umoovertake yung mga taga don....ingat lang!
