    If you'll see my (original) post, I have very strict conditions in using my hazards (typhoon-strength rain sa gitna ng NLEX and only to warn the guy behind me that I'm going UNDER the speed limit) -- but I do use them -- and I've never been charged with a moving violation -- here or there.

    But as I said I understand, if not commisserate with the people making the rules. If they put exceptions kasi, mas lalong mahirap iimplement. Eh kung hazard violation lang, dito nga speed limit at car condition lang ang dalang mahuli eh yun pa. Pero ano na ba talaga yung finding sa rules? Magkakaiba talaga per country? Kaya pala nakakalito eh!

    Curious lang ako. You've driven in the middle of dust AND snow storms? What speed were you doing? Tsaka saan ba meron nun?
    Dust(sand) storms happen in the desert if you've been to Nevada, Arizona, California, just to name few. Snow storms happen in the winter like what just happened in the Northeast, Midwest, and Colorado with the winter storms. Speed? I just pulled over to the side since it's better than getting into an accident because you can't see. Heck forget the storms try driving thru heavy fog of the Bay Area when even fog lights seem useless for visibility.
