the authorities said that someone in authority has to decide on the matter of guilt, etc, and they did not feel they had the authority.
hence the kaso in court.

Takot lang talaga mga pulis pero the power of investigation is with them kasi. If sa investigation nila eh mali si kamote-que, dapat yung recommendation nila sa Prosecutor, at si Pros eh i-affirm lang din yan. Hindi na dapat aabot sa kaso yan. Kaso nga baluktot na kaugalian lang yan ng mga imbestigador para hindi sila mapag-initan ng pamilya ng namatay. Hindi porket may namatay may dapat kasuhan, kasi dapat pati suicide hanap sila palagi ng kakasuhan hehehe

Sa investigation stage pa lang pwede na kasi magsabi si lawyer sa mag pulis na kapag hindi maayos investigation at magfile pa din sila sa totoong biktima, "the family might be constrained to file administrative charges as well."
