Apparently, the #$%# goverment built the retaining wall over the FPIC pipe. FPIC already warned the goverment about this when the interchange was built in the early '80s. FPIC dug under the foundation of the retaining wall to find their leaking oil pipe, compromising its integrity. The traffic now in the area is already bad. It will get worst once school opens again next week!
