    Just awhile ago, I was given a ticket by a Pasig Traffic Enforcer. We were crossing the J. Vargas/San Miguel intersection. I shifted to the right most lane from the middle lane on Julia Vargas. (three lane road.) As I turned, I had my turn signals on, and the car behind me did not seem to be impeded. (Did not honk at me nor flash me with his high beams. I could see from my mirror that the car was far from me when I made the turn.) So after crossing the intersection, the enforcer flagged me down. He said I was swerving, but since it isn't a traffic violation he would give me a ticket for obstructing traffic. I told him that I used my signals before I took the turn. Now he says that regardless if I used my signals or not, that was still swerving. I then asked how would I possibly know that it was illegal. (to shift from one lane to another.) He goes on to say "Mag ingat nalang tayo bago pa magka aksidente." I responded by telling him that I was sure there was ample space between me and the car behind me when I made the turn, that I didn't seem to cause him any hassle. (Didn't honk/flash high beams) He now says that I came from the left most lane. But I came from the middle lane and this got me angry. I told him, "Tangina ano sinasabi mo? Galing ako sa gitna." And again he kept on insisting, so I stepped down from the car and pointed to him exactly where I was and where I went. Yet he continued to insist that I went from the left most lane. He was already threatening me, saying he wouldn't allow the release of my license if I continued cursing. So I just drove off. (I'd given him my license and received my ticket, in case that wasn't clear)

    So did I really do anything wrong there? I think I didn't. (Aside from losing my cool.) Where/How can I report the guy? Will I be able to contest this? Or will it simply be a waste of time because I have no proof? (Though my sister was an eyewitness.)

    wait, i thought TEs are not allowed to confiscate licenses unless you're involved in a vehicular accident?

    and also, AFAIK swerving is not a traffic violation according to MMDA (under certain conditions), see link http://m.topgear.com.ph/features/tip...er-should-know

    Ang tatapang nga mga TE ngayon ano? Dahil yan kay carabuena at fabros. Feeling ng mga TE kakampi na nila ang lahat.

    Nahuli na rin ako dahil sa ganyang reasoning ng TE. Sabi ko lumipat ako ng lane sa broken line. Kung may nabangga ako o binangga ako, problema ko na yun. Sabi ko sa kanya aralin nya muna ang pinapatupad nya bago sya manghuli. Pinaalis naman ako after ko sya ma lecturan.

    Hindi violation changing lane as long as hindi reckless yung turn (abrupt, without signaling, and the car on the other lane hasn't given way yet). Kung nasa middle lane ka tapos pumihit ka for a right turn yun ang ibang usapan.

    I didn't, I didn't know I had to , but I told him I was going to contest.

    Yup he actually said it himself. And based on this:
    "Moving one lane to the left or right is not swerving, no matter where on the road you do it. And it is even less of a violation when you do it with a signal. Swerving is defined as shifting 2 or more lanes very quickly. So you can argue your way out of this, and call the Metro Base for help."


    I didn't swerve. (Moved only from one lane to another)

    I think TEs from LGUs can confiscate licenses.

    Didn't turn right, just stayed on J. Vargas was on my way to Megamall bldg A.




    BTW. My ticket says my violation is DTS i think that's Disregarding Traffic Signs?

    Also, someone had this to say about my status ( same as the post)

    "Sobrang infamous na yung location na yan. They're known for ticketing without apparent reasons. :/"

    I live near the area, usually ang sinasabi ko tiga-dyan ako. Pero tama kayo nag-titrip ang mga MMDA dyan, yun bang semi-tabachoys. Malakas ang loob nila, eh Kung tignan mo mga mata nila parang bangag

    May sumita din sa akin sa may yun sa intersection ng meralco ave and julia vargas... Galing ako sa megamall going to tiendesitas.
    nasa innermost lane ako (kase ayaw magpasingit ng mga sasakyan so inabot ako dun). Pinara ako ng enforcer dapat daw kumaliwa ako. Sabi ko 3 lanes lang to wala naman dedicated left lane of dedicated right lane

    (I'm not sure if my reasoning is right, nasanay lang kase ako na 4 lang lage yung may dedicated left and right, kase pag 3 lanes lang, magiging 1 lane nalang yung padiretso, pag ganun traffic yun malamang).

    He keeps on insisting that I was on the wrong lane, tapos sabi ko sige boss pag may nakita kayo na sign or kahit guhit sa kalsada na pakaliwa lang yung lane papahuli ako. Tumingin sya sa paligid nung walang makita.. pinaalis nalang ako.

    Be very careful on that intersection approaching Megamall. Favorite spot yan ng enforcers.

    dapat sinampal mo na lang yung TE... mga ugok yan eh.. kaya sa tingin ko tama lang ginawa nun ni carabuena...

    we tax payers should be king... hindi yung tayo ang ginagawang slaves ng mga ungas na yan...

    To clarify "swerving":

    Swerving is when you cross the solid white line.

    I'm sure you've noticed that about 50m before intersections, the lane markings change from broken to solid lines. That means you are no longer allowed to change lanes, turn signals on or not. If you're turning right, then you're supposed to have queued up on the right lane at least 50m before the intersection itself. Turning in from the middle lane shouldn't be acceptable.

    There's a lot of ignorance on the road here, not just on the enforcer's side but on many drivers' as well.

    Had he given me that reason as to why he apprehended me then I wouldn't have had any qualms.

    I remember him say that I shifted on the pedestrian lane. And as far as I know, I shifted when I was almost on the intersection. (so yes, probably on the pedestrian lane) And he also didn't mention the solid lines in any of his different reasons. (a quick Google search says that it is legal to shift on an intersection, not sure if same rule applies here though.)

    Though this could have been the case, what was sketchy about him was flip-flopping between different causes for apprehending me and also insisting that I came from the first lane, when I came from the middle.

    Ako naman sa intersection ng Ortigas Ave at Meralco, nadale din ako. From Medical City ako going to Edsa ang route ko. 3 lanes ang daan and nasa gitna ako. Kaso may concrete barrier to force those in the middle and leftmost lane to turn left. I signaled right, waited for other cars to give way then moved to the rightmost lane. Nanonood lang ang mga TEs that time. Nung malapit na ako, ayun pinara na ako. Dangerous manuever ata kaso... I didn't see any marking naman kasi na yung middle at leftmost lane must turn left.

    I was also flagged down before in that area. The enforcer was waving at me so I proceeded. Tas sabi nya bawal daw yung ginawa ko. Sabi ko, nakatingin po kayo sa akin kaya dumiretso ako. Swerving tas naging obstruction to traffic.

    Sobrang hinabaan ko na lang yung usapan namin para paalisin ako.

    Dapat talaga isang agency na lang humahawak ng traffic para alam mo kung ano yung susundin.

    Normally, I will not release my driver's license to them. I would keep it in view of the traffic enforcer but still in my hand in a death grip. I would have continued to politely but firmly insist that he is wrong in his observation (and smile at the end of every sentence). I would continue this until he got tired of the wrong thing and let me off with a warning.

    Naku yang Santos din na yan!

    Flag ako nyan a few weeks ago galing ako ng Ortigas fly over at kinailangan bumalik ng Greenhills para may bilhin. Dahil hindi pwede mag U turn sa mga streets dyan ang ginawa ko pumasok ako dun sa may Meralco gate at lumabas din tapos dun na ako pinara nyang Santos na yan paglabas ng gate at ang sabi nag U turn daw ako. Me, being oh so innocent sa mga katarantaduhan ng mga TEs sa atin at binigay yung license ko at nagpa issue ng ticket. Wala syang sinabing amount pero ang sabi tubusin nalang sa may fire department kaya ayun nagpunta ako a few days later....

    On the way dun nag tanong tanong ako sa mga TE sa daan ng directions papunta sa fire station at tinanong narin magkano ang fine at ang sabi nila 1,000 pesos daw eh nakasaad sa website ng MMDA na 150 pesos lang ang Illegal turning (referred to this page: The Official Website of the Metropolitan Manila Development Authority) kaya ayun, dali dali nagpatulong ako mag U turn kunwari may nalimutan sa bahay at dumiretso ng LTO, file ng affidavit of loss at kuha ulit ng lisensya.

    Ang nakakatawa pa dyan sa Santos na yan, bigla pa naman nag English (in fairness tama grammar at pronunciation ha) at siyempre nagulat ako at sinagot ko din sya sa dialect na gusto nya at sa huli bumalik din sa pagtatagalog.

    Basta tandaan po na hindi nila pwedeng i confiscate ang license mo lalo na kung minor traffic offence yan. Kung mapilit sila, tanungin kung meron sila license from LTO para mag confiscate. Ang sarap ipa salvage nang mga buwayang yan!

    yep. ganito yung turo sa A1 driving school (gamit ng broken line and solid white line). at nagamit ko to sa MMDA na humuli sa kin EDSA going to galleria, sa tapat ng poveda.

    ang na sabi na lang nung MMDA enforcer sa kin. "Sige po sir, Ingat na lang po sa susunod."



    *kaya pala kapag pumupunta ko ng megamall, laging may hinuhuli sa kabilang side ng intersection, swerving pala violation kuno.

    talamak yan every weekend. ang daming TE na nakatambay diyan kahit na may traffic light naman.. extra income ng mga buwaya.
