Less PUVs on the road will result in better service because you can revoke the operating franchise of a transport company and give it to another who OBEYS the road rules. A bad example is the habit of certain jeepneys to pickup passengers at the foot of road flyovers. Given the flyover is only two lanes wide, the particular jeepney is blocking 50% of the road, slowing up everyone else. Why can't the driver stop meters before the beginning or after the foot of the flyover? This will keep the vehicles moving at a faster pace.
That's good in theory, but in truth there is a reason why we have rush hour, and that's because people need to be at work around 8-9am each day. Business isn't going to be any better off getting more people to work by 10am (assuming a trip takes 30 minutes) using less vehicles, because they'd be late and less productive to begin with. We still have to have a the minimum number of PUVs that can get everyone to work on time.

I think the idea of revoking franchises (or maybe professional driver's licenses) for chronic traffic offenders is a good one though. The less idiots we have stopping in the middle of the road, the faster everyone can get to where they're going.
