with all the feedbacks both positive and negative about the te's of mmda, the department should consider reevaluating their employees, get rid of the rotten apples (like the one who had a promo on traffic violation ticket half priced) and retain the ones who are doing good. have all of them go thru anger management, basic traffic rules class, traffic control, emergency response and a course in courtesy. the qualifiers of course get a corresponding pay scale

Carabuena could lose license for life

MANILA, Philippines – The Land Transportation Office - National Capital Region (LTO-NCR) on Monday said it will recommend the lifetime revocation of Robert Blair Carabuena's driver's license.

LTO-NCR Director Teofilo Guadiz III said they have decided to revoke Carabuena's license after the latter failed to show up at a scheduled hearing at the LTO-NCR office.

It is up to LTO Chief Virginia Torres to decide if she will grant the lifetime revocation of Carabuena's license.

Carabuena became the subject of investigation after he was caught on camera berating and slapping Metro Manila Development Authority traffic aide Saturnino Fabros.

He was supposed to submit his counter-affidavit at the LTO-NCR today after the MMDA requested the revocation of his license.

"Ang usapan namin, pupunta dito si Carabuena ng 1:30 [p.m.] para sabihin ang depensa nila. Hindi kami inabisuhan, kung 'di pa namin tinawagan. Kapag ganitong 'di binigay ang kanyang depensa, malamang ma-revoke ang lisensya nya. For a lifetime na 'di na sya pwedeng humawak ng kahit anong sasakyan," Guadiz said.

Carabuena's deadline has already passed after the LTO gave him 15 days to file his counter-affidavit, beginning August 23.

Guadiz said they have every reason to revoke Carabuena's license.

"Unang una iyung bigat ng pagkakasala. Yung attitude na lumabas sa kanya. If he can do that to a law enforcer, he can do that to any person. May kapangyarihan ang LTO na tanggalan sya ng lisensya because of attitude problem. There is 99% probability na ma-revoke ang license nya," he said.

Guadiz said they will submit their recommendation to LTO Chief Virginia Torres on Wednesday.
