    "Kindly be aware of this black pick-up with plate number WMD-505. One of our enforcers tried to chase the driver from Q-mart to Connecticut because of a violation, unfortunately, the enforcer was shot thrice and he was rushed in the hospital and needs to undergo operation. please do report to us if ever you got to see the said vehicle. thank you!"

    A traffic enforcer of the Metropolitan Manila Development Authority (MMDA) was seriously injured Wednesday after he was repeatedly shot by a motorist whom he accosted for a traffic violation in Mandaluyong City.

    Yves Gonzales, an official of the MMDA Traffic Enforcement Unit, identified the victim as Larry Fiala who is assigned at Cubao, Quezon City.

    As of Wednesday afternoon, Fiala, who sustained gunshot wounds in the hand, arm and abdomen, was due to be operated on at Dr. Victor Potenciano Medical Center where he was brought by a taxi driver.

    Authorities, meanwhile, are looking for the gunman who fled on board a black Nissan Frontier pickup with plate number WMD 505, Gonzales said.

    “There were witnesses who were able to get the license plate number of the suspect’s vehicle. We also have the name under which it was registered; we already forwarded it to the police,” he told the Philippine Daily Inquirer.

    Initial investigation showed that the shooting happened at around 4 p.m. on the southbound lane of Edsa near Connecticut Street.

    The victim reportedly accosted the driver of the pickup in Cubao for a traffic violation. The driver, however, got irked and hit the victim in the face before he sped off on his vehicle.

    The victim then chased the driver on his motorcycle but when they reached the Connecticut area, the driver got off his vehicle and shot the victim before fleeing, Gonzales said. With Niņa Calleja and Karen Boncocan, INQUIRER.net

    Kita ko sa tv to kagabi. mukha namang disente yung bumaril.

    ano kaya ang magiging palusot non? na threaten sya ng mmda? inisip nyang carnapper? kailangan ng magaling na abogado nito.

    nakahanap ang mga buwayang enforcer (or more of extortionists) ng katapat nila.

    he should have made "areglo" of the coding violation,, thats around 500 to 1000 pesos,, now he'll spend a lot money defending himself in court and in the media...

    i wonder,, if this kid has the upbringing and the attitude to shoot like that, maybe if you meet his parents on the road you'll be more than likely getting 3 bullet wounds...

    The Metropolitan Manila Development Authority (MMDA) has started considering arming its traffic enforcers to protect them from abusive motorists after one of its men was shot by a 30-year-old driver whom he accosted for a traffic violation in Mandaluyong City on Wednesday afternoon.
    Edward John Gonzales was arrested in his house in Makati City hours after the shooting by members of the Philippine National Police Highway Patrol Group who turned him over to the Mandaluyong police.
    He is now facing frustrated murder and direct assault charges at the Mandaluyong City Prosecutor’s Office.
    His victim, MMDA traffic enforcer Larry Fiala, was operated on Thursday after he sustained at least five gunshot wounds.
    He is still in guarded condition at Dr. Victor Potenciano Medical Center.
    Tina Velasco, MMDA spokesperson and assistant general manager for planning, said that Chair Francis Tolentino had asked for a review of his predecessor’s proposal to arm traffic enforcers.
    “He wants to revisit that proposal. But if ever it pushes through, only a few … traffic enforcers will be trained and armed as part of our public safety mandate,” Velasco said.
    “We don’t want the public to say that we’re overreacting. But of course, we must also protect our enforcers and take into consideration their welfare and the risks they face as they perform their duties,” she added.
    At one time, former MMDA chairman Bayani Fernando seriously considered arming the agency’s traffic enforcers with jungle bolos to protect them from angry and abusive motorists.
    This was after several drivers threatened some traffic enforcers with lead pipes and even guns.
    His proposal, however, did not push through as it was met with criticisms.
    Velasco added that the MMDA was also eyeing the revival of the buddy system among traffic enforcers “so [that they would] always be with a partner to watch their back.”
    “These are just among the many ways we’re now studying to protect our traffic enforcers,” she said although she noted that there was also a suggestion to teach them self-defense techniques.
    Tolentino, meanwhile, has ordered MMDA lawyers to pursue criminal charges against Gonzales.
    He also assured Fiala’s family that the MMDA would attend to his medical care and related needs.
    “Mr. Fiala was performing his duty unarmed. All he had were his traffic citation tickets and his determination to enforce our traffic laws. It is appalling that a heartless individual would just shoot him for no clear reason,” Tolentino said as he lamented the lack of respect for traffic laws.
    He called on motorists to give MMDA traffic enforcers the respect they deserve.
    “Traffic laws were enacted to put order in the streets. And somebody has to enforce the law and we motorists have to comply. Let us treat each other with respect. Definitely we don’t want anyone to get hurt,” Tolentino said.
    Investigation showed that Fiala flagged down the driver of a black Nissan Frontier pick-up (WMD 505) in Edsa, Cubao, for violating the number coding scheme.
    However, the driver, who later turned out to be Gonzales, got irked, hit him in the face and then sped away.
    Undeterred, Fiala chased Gonzales on his motorcycle until he caught up with him near Connecticut Street where they started arguing.
    According to a witness, at the height of the argument, Gonzales went back inside his vehicle and emerged with a gun.
    He then shot the victim repeatedly at close range before he casually walked back to his vehicle and drove away.
    A taxi driver brought the wounded traffic enforcer to a nearby hospital where he was operated on for his injuries.
    Senior Superintendent Armando Bolalin, Mandaluyong police chief, said in an interview that Gonzales had refused to undergo a paraffin test to determine whether or not there was gunpowder residue on him.
    But he added that this did not pose a problem since a witness had positively identified him as the gunman.
    Recovered from Gonzales were several knives and a weapons magazine.

    So now more idiots will be brandishing guns if this gets approved. They cant even manage traffic properly, how the hell can you expect them to have the physical ability and mental capability to handle and care for a gun properly???

    This is my primary concern in owning a gun. I cant say that i wont be using a gun with this kind of senseless act especially if galit or badtrip ako. As individuals, we have the right to armed ourselves but we should be responsible also at all times.

    I had this same situation of the accussed where in nahuli ako kasi lampas na sa window coding hours. I just sweet talk the enforcer that i got stuck sa traffic and my place is less than a kilometer away nalang. Pinabigyan ako ng enforcer, ganon lang naman dapat yun tamang approach.

    With this incident they are now thinking of arming the enforcers, i strongly disagree with this.

    sino ba nagpropose? Yun nga mga pulis eh hiraman sa baril tapos dadagdagan pa nila? for sure eh kickback na naman ang habol sa procurement nyan tapos iilan at bulok na baril din ang ibibigay if ever man....

    At kamusta naman qualifications ng mga MMDA traffic enforcers para makapagdala ng baril?

    kamote nga eh..... simpleng problema pinalaki pa..... hindi muna nag-isip bago bumunot.... magkano lang naman ang tubos ng lisensya ng coding....

    mas practical pa ata na bigyan na lang ng mga 2 way radio. para tawagan na lang yung ibang enforcers. di na kailangang habulin.

    I think its more to serve as evidence or as a deterrent to such incidents.
