or hiniram galing sa ibang sasakyan niya. Once thing is for sure, the plate does not belong to the vehicle.

Iwas coding or carnap. Syungak pala sya eh. Doubtful din ako kung specialized plate yun. So most probably he's suffering from a disease with a capital "T" or a hot car.

    Yari sya pag nagkataon.

Yung ibaba ng plates parang 'Philippines 2000' or 'Pilipinas' ang nakalagay. Basta hindi 'Matatag na Republika'.

    Ganun?

    Wala bang violation yun?

Like in the States, they can verify/check a car's plate in minutes. Considered as carnapped kagad yun. A driver has to get letter/permission from the owner (stamped with gov't seal pa yun) if he wants to borrow the car.

pwede rin na galing sa old car niya pina transfer ya ang plates to his new car. pwede to gawing ng LTO, if he really wants the plate number. or old stock ng LTO na di pa na bili before since triple number. or owner bought that plate before wala lang siya auto at that time na lalagyan.

If the MMDA or the traffic police are knowledgeable of the different kinds of license plates that were issued by the LTO and then if they notice a discrepancy (like in this case), they therefore have the right to flag the vehicle down. It is almost tantamount to fraud or misrepresentation when you knowingly/intentionally misuse the license plate of a vehicle. I'm not sure what kind of penalty does a violation like this warrant.

I remember a hit-and-run thread a few months ago, a member was successfully able to track down a license plate to its owner and address. Could it be done here again?

License plates are specific to a particular vehicle, and NOT to the owner. When you apply for a personalized plate, dapat naka-indicate na kung anong sasakyan ang kakabitan.

Most probably, wala pang plaka yung Fortuner, so the owner used another plate no. (which he also most likely owns), at kinabit dun sa Fortuner nya. Iwas coding nga siguro, hoping the MMDA boys wouldn't notice the difference
