for me, the barometer is not if the enforcer asked "kotong" or not... it is the manner how he observes and implement the traffic rules... if he is making unjustified exceptions or having selective applications (like what the TS was trying to intimate), then i would say that such enforcer is no good at all too... my cent

PS. kaya lang, bakit kaya wala pa reaction si TS, could it be an admission thru silence? o baka naman he was just trying to test the intelligence or check the different reactions of tsikoteers? just asking hehehe

TS had an emergency and then when apprehended, had the time to alight from his vehicle and give his licence? If it was me, I will tell the enforcer once that it's an emergency and if he still does not give way, I will ram him.
