Pag sinabing gang sa tingin ko ang talagang tinutukoy nila ay yung modus. Basta pareho ang modus ginugrupo na nila as "gang". Parang engot lang pero ganun na ang nakagawian eh.

In law enforcement, this is "knowing your enemy" and "dividing and conquering them." Having known their MOs, law enforcement agencies now have to devise means to conquer them. This is why in a law enforcement office there is a "theft and robbery section," a "homicide section," a "child and women's desk," "organized crime section," "AIDSOFTG or anti-illegal drugs special operations task group" or a section for the KFRG.
Calling this labeling "stupid" shows utter ignorance in law enforcement.
