    can't rob houses if you're not a member of this gang?

    want to break into a car? you can't do that. you have to sign up w/ the "basag kotse gang" first

    You can't stop gangs unless there's an "oplan" that will be composed of members of a "task force".

    Usually gangs are territorial ... you can't operate in their area since they have invested resources already ... Barkers, street vendors, same concept ... a vendor can't just setup shop anywhere he pleases, this applies to high traffic / high income area ...

    From what I understand, it gives pogi points to the PNP if they arrest "members" or "leaders" of these gangs --- even if they're not and are just common robbers. Kung hindi "gang" eh "sindikato".

    Eh diba during a spate of robberies in SM a few years back the police conveniently named the perpetrators "martilyo gang" kahit hindi related?

    i think wallywest was saying na ang katapat ng gang ay oplan at taskforce sa pulis.
    lahat kasi ng may lumalabas na gang, gagawa ng oplan (oplan wagas) at taskforce (taskforce kutitap) ang pulis. pag walang ganyan, di nila maaaksyunan. hahahahaha!
