    mga tsikot peeps gusto ko lang share expirience ko sa inyo last saturday night around 2AM sa mall of asia. nahuli ako sa moa dahil nag counterflow kami sa 2way street pag day time na ginawa nilang 1 way pag night time kasi nilalagyan nila ng mga harang. (hindi ko nga alam kung alam ng MOA management na hinaharangan nila yung mga street pag gabi)
    sabi ko sa security supervisor baka pede warning na lang kami since hindi namin alam saka ala sila sign na 1 way yon. saka sabi ko pag day time naman hindi sya 1way. gulat na lang ako meron sya panticket tulad ng sa MMDA. kinuha license details ko, pati nung mga kasama ko (3 kotse kami) lahat counter flow at 2000petot ang fine bayaran daw sa metrobank. ang name sa ticket Arnel Anog (MOA security supervisor) tapos sa tapat meron MMDA badge number. ano yon security supervisor sa MOA at the same time MMDA enforcer sya? since late na that time hinyaan na lang namin.
    mga peeps authorized ba talaga ng security personel ng MOA to issue trapic violation ticket? saka yung mga harang nila sa street strategic ang placement na pag pumasok ka sure na huli ka. pede ba reklamo sa MOA management yon.

    they are deputized traffic enforcer ng mapsa. ako nahuli sa loob ng greenbelt for loading a passenger in a no loading and unloading zone.

    sa mmda, there is an adjutication board where you could argue your point. problem is ignorance of the law (or road rule ek ek) excuses no one. that could be there bone of contention.

    san ba pwede ireklamo yan kasi nung nahuli ako ng mapsa sa makati counter flow din 2000 din ang fine 2 mo suspension pa. nireklamo ko sa orense guadalupe ayun naging 150 petot lang binayadan ko sir mas maganda hanapin mo nalang kung san pwede ireklamo hindi dahil may pang ticket sila katiwiran mo na lang yung side mo na pag umaga naman e ginagawang one way

    If they are deputized to issue a TVR then you have no recourse but to settle the fine....otherwise report them to the Pasay City Hall or the MMDA.

    Its possible to get out of paying the fine if you would contest the ticket. You can defend your actions saying that there was no clear posted sign regarding the one-way/two-way status of the particular road you were on.

    Downside, you will still have to waste your time going to their office to do it.

    In the end, how much is your time worth?

    mapsa? MOA is not located in Makati.

    MAPSA cannot deputize anybody outside of Makati City. MOA is located in Pasay City.

    AFAIK, only the LTO or local government units can deputize any agency or individual to enforce traffic laws or issue traffic citation tickets.

    MMDA deputized enforcer yan sir. Kaya may TVR e. You can contest the violation, kaya lang ikaw na rin nagsabi na may harang and yet tumuloy ka pa din. So may violation ka po talaga.

    Sa akin naman.. MOA is a private property. MMDA is authorized only on public roads. Dapat kumuha ng authorization ang MOA sa LTO hindi sa MMDA. Parang ginawa ng NLEX and SLEX.. self-governance pero with authority by LTO. Unless may prior Memorandum ang MOA with MMDA. Another thing.. pwede ba gawin ng MMDA un magbigay ng deputized traffic authority sa private property?

    bayaran mo na lang pero i-contest mo muna yung amount.

    the closest violation I can see sa list ng LTO traffic violations is Violation 68B which is "Driving against traffic" and only carries a fine of Php150.00 not 2,000.

    Tapos kasuhan mo yung officer ng extortion or something like that for fining you more than what is legal.

    mali namang kasuhan ng extortion ung tao. ginagawa lang niya ang trabaho niya. counterflow/driving against traffic merits a 2000 Php fine as per MMDA TVR.

    I was only basing my statement on the violations/fines list as seen on the official LTO website. However, if you can show me any document or resolution as to the legality of imposing a 2,000 Php fine by the MMDA instead of the LTO imposed 150Php fine, I would gladly retract my statement.

    EDIT:
    Anyway, I did my own research na lang and called the MMDA hotline 136 and sabi nga nila Php2k ang fine pero at the moment hindi niya masabi sa kin kung ano yung MMDA ordinance na nakalagay yun kasi down pa ang servers nila.

    So sino ba talaga ang higher authority sa fines imposition? MMDA or LTO?

    Sa pagkakaalam ko (and I could be wrong) ang private property ay ang MOA pero ang privately owned road lots (sa title dapat hiwalay ang road lots at ginagawa ito ng mga private land owners kasi mababa taxes) become public access hence maybe treated as public roads.

    Madami kaso yan dito sa Quezon City at natalo lahat ng nag contest na private road lots nila (so they regulate access) at di pwede dumaan public. Yung road sa White Plains is one example.

    May powers ba ang private security on a public access road lot (which is still owned by a private entity)? pwede pag deputized.

    Ang pinagtataka ko why enforce MMDA rules on a privately owned lot? Parang nag lagay ka ng MMDA sa loob ng subdivision. Have you tried going to the Concierge or the customer care helpdesk sa mall? Mas maganda kung doon mo sa kanila itanong about yung traffic ticket na yan.



    Gumagawa na naman ng bagong raket ang traffic enforcers natin ah.

    thanks sa reply mga sir at least now meron ako pede itanong sa MOA management. hindi lang ako nakabalik since may work this week at sa cavite pa location ko. this weekend pupunta talaga ako para doon.
    tapos about doon sa ticket para ala na lang aberya, nag settle na ako sa metrobank since nakalagay doon 7days daw para mag settle.
    ang point ko lang naman sa MOA management ay maglagay sila ng mga sign kung sakaling maglalagay ng harang sa mga streets nila. kasi kung makikita nyo lang yung harang nasa dulo na ng street, hindi mo talaga mapapansin. parang trap na pag pumasok ka sigurado huli ka na. nung nangyari nga yon may dalawang taxi din na nahuli after namin same offense. taxi na yon na palagi nasa MOA tapos nagkamali din. kami pa kaya na taga cavite na bihira lang gumimik sa MOA. hindi nga namin alam kung sadya ba nila lagayan ng harang at strategic na parang trap talaga.
    sabihin na natin nagkamali nga kami pero mas maganda sana kung valid yung reason ng MOA para sarang mga streets nila yun eh kung alam ng MOA management ginagawa ng mga guards nila pag gabi.

    As per mmda website: http://www.mmda.gov.ph/penalties.htm
    ILLEGAL OR UNAUTHORIZED COUNTERFLOW P2,000.00
    MMDA are blue boys. I am not aware of deputized MMDA Enforcers as only LTO have the authority.
    MAPSA = MAkati Public Safety Authority (Yellow Boys in Makati)
    MAPA = MAkati Parking Authority aka MACEA (Premium Security Guards but deputized by MAPSA.

    diyan din ako sa moa nahuli, nagtuturo ako magdrive. pinakitaan ko lang ng calling card then warning na lang daw. kinuha lang name ko at kinuha ko rin name niya, para kapag may sabit alam ko kung sino siya.

    Well this rules only apply to private cars... pansinin nyo kung yong mga taxi eh nahuhuli...not only in moa but in megamall as well...pruven na yan...

Security in MOA can issue traffic violation ticket
