The difference between the two tests is too substantial. There is surely some type of error in the manner the test was conducted. Does anyone know any journalists? Perhaps this might make a good story for them. I would imagine that the machines those ASBU testers are using are calibrated in their favour so that most vehicles do not pass their emmissions tests.
I don't think it would also be far fetched that the ASBU has a quota on the number of violators they need to apprehend in a month and that if they go over said quota, they get a performance review equating to some type of financial renumeration / reward which in turn motivates them to ensure that most vehicles do not pass their test.
I don't know anyone from the media but perhaps some of you gentlemen do.
