I don't get it. What's wrong with the picture?
AFAIK, there are LGUs that employ jet-skis in rescue operations. And the fact that ambulance yung nag-tow sa jet-ski may mean its a part of their rescue unit.
So, nakita sa SLEX. Hindi na ba pwede magawi dun yung ambulance at jet-ski? What if papaservice yung jet-ski for maintenance?
Let's be fair naman. Unless we know the whole story, jumping to conclusions will not help anyone.

Eh dapat kasi pinturahan din nila yun jet ski ng rescue or Valenzuela something. Para malinaw na for emergency use. Eh mukhang mag jetski lang as batangas eh

if that jetski belongs to the LGU why doesnt it have graphics all over it like the ambulance?

pero, talaga bang may government owned jet-ski ang valenzuela?
at mas magandang question, assuming na ipapaservice yung jetski anywhere, tama ba na ambulansya ang gamitin?! pano kung may mangailangan ng emergency transportation? tricycle na lang siya kasi pinapaservice ang jetski gamit ang ambulansya?
