System to prevent insurance
fraud in car registration

Car owners and will soon be able check the authenticity of a certificate of cover issued by an insurance company as a requirement for vehicle registration through a new system developed for the Land Transportation Office, Microsoft Philippines said in a statement.
The system, called the "certificate of cover authentication facility," keeps track of the certificate of cover (COC) number assigned to each vehicle when it registered. This prevents COC numbers from being assigned to more than one vehicle by unscrupulous insurance companies-"thereby invalidating the unsuspecting victim's insurance," the company said.
Microsoft said that the system allows insurance companies anywhere in the country to validate vehicle information against the LTO information system over the web or through text messaging before issuing a COC.
A COC can likewise be issued and submitted directly to the LTO IT System through the same interface. The LTO also allows evaluators handling motor vehicle registration anywhere in the country to validate a COC before registering a vehicle.
Microsoft software and technology is being deployed by Stradcom. The project proponent is currently implementing the LTO IT Project, which covers the development of an integrated IT system that will interconnect about 250 LTO offices nationwide, automate and integrate its core business processes, such as issuance of driver's licenses and motor vehicle registration, and enable online and real time processing of transactions.
