It's a close call. But, I think the grey car was the one who hit the red car. Hence, the former was at fault.
Under the same scenario, if the red car was the one who hit the grey, though the latter encroached on the outer lane, it's the red car's fault.

sa animation po, halos ganon ang nangyari. you can't determine who hits who. makikita na lang po siguro sa damage. yon pong red car, starting from the side of the bumper yung tama (note, hindi sa front ng bumper). buong fender ang may damage saka may konting tama din yung door. the red car driver was able to turn the car a bit to the right kaya hindi tumuloy sa door yung damage.
sa gray car naman, di mo rin malaman kung saan tinamaan dahil nadurog yung bumper (it's a private fx).

AFAIK, dapat may police report ka dapat. helps in facilitating the process in ruling out who's at fault.
obviously, gray car is at fault...when U-turning, do it with caution...specially, that another car has already blocked the view of the on coming red car...
Grey car.
The vehicle making a left turn, or a U-turn in an open intersection (without stoplights) should yield. The grey car is the one entering the red car's path/lane, therefore it should yield.
How I despise those who make U turns and still want to go first! Rant mode off...

malalaman yun sa tama sa sasakyan..like the t/s said, the hit mark on the his car started on the side of the bumper so that means he was ahead of the other car at collision point..

The other party may have said not to make a police report because he knew he was at fault. Just a head's up to you.

The grey car should have let the black car passed since she was turning on a u-turn slot and proceeded when the lane is well clear.
The red car should have slowed a bit if she noticed the black car halted, by doing so meron pa syang stopping distance thus avoiding the grey car.
Sometimes you have to deviate from the rules to avoid untoward incidents.
In defensive driving right-of-way is not always right. Its more on preventing accidents. Was the accident preventable? Yes! The control is on the driver. Think defensive...don't insist on the right-of-way thing.
