    ow.. i think that's normal, even isuzu trucks have that kind of design for the leaf spring mounts. on the side of the chassis frame.. not like the usual under the chassis.

    that tube goes across the frame welded on both sides

    Yes, it's supposed to give the truck better stability especially when cornering.

    I think even the current gen L300 has the same set up
