No, PSPC's fuel isn't exactly the same as what the UK offers. Fuel configs are different per market.

Local Shell base fuel comes from different sources - some from Shell's Tabangao refinery, some from Petron's Limay refinery, and so on. But what's common among all of them is that FuelSave and V-Power diesel both come from the same base fuel and the differentiation comes from the additives used.

Petron XCS has a different base fuel from Petron Blaze (similar case with FuelSave 91 and VPower 95 and VPower Racing 97). Separate tanks in the depot, different base fuel RON ratings, different additives as well.
