Having run a new (in 2010) 3.0L D-Max in Malaysia, I never really saw much over 12km/L in mixed driving, and that's with no load. Maybe 15 on a long run if I was gentle. Off-road on the jungle tracks it was below 10, so you're not doing too bad.

Clean fuel, oil and air filters, as said, are the trick.
