Meron. TESDA does this certification. And kung takot ka pa rin, any piston aircraft engine mechanic can do this for you. (Sa malapit sa mandaluyong catholic cemetery meron aircraft mechanic doon na gumagawa ng kotse , just follow those old muscle cars parked on the side streets.)

Nissan has their own training center at Canlubang.

And soon Porsche will have a school here, so they will also have their own
    pool.

Meron naman if you know where to find. Sa Dau dumaan ako after a Devildoc demo buhay pa pala, its a long long time since Ive been there.
Hans, True Value, Victor and Panda meron din. Binondo is also a good place. Amazon and other sites ok rin.

When buying tools its not a one time affair. Bili bili ka lang as you need it or may sale and by the time you know it you have tons of it already.

Important also is to know whether metric or english, sizes that will really be used and whether you really need to buy or not. Ako by rule I only buy on sale, discounted or having the tool is already 2/3-1/2 price of getting it repaired in a shop (that is if its simple).
