the white powdery substance found inside your distributor cap is aluminum oxide. the high voltage inside the cap and the moisture in the air concoct this powder. if your distributor cap had steel or copper contacts inside, the oxides will look differen; if it was copper contacts, it would be greenish. this means that the moisture is permeating inside the disrtributor cap or the cap has a vent. most oem distributors or distributor cap have a neoprene gasket for this purpose. that subtance you are talking about is the same substance if you have aluminum cylinder head and your engine is using nothing but water for coolant. you will see this at the coolant recovery bottle as a gel but when it dries up, it will be powdery aluminum hydroxide
