A shiny tensioner pulley surface is normal and nothing to be concerned about.
The tensioner pulley is a semi-long term wear and tear part. Two failure modes are typical: Bearing wear and/or tensioner damper wear. These problems can cause excessive noise or pulley play and/or excessive belt vibration, respectively.
Most other failure modes can be attributed to other engine problems or as a result of catastrophic failures and factory defects.
