I think you are referring to the telecopic type of HID bulb, that moves up and down to simulate hi and lo beam, since HID bulbs unlike traditional H4 with dual beam has only a single beam. Though if you really wan't the most effecient way of getting the most out of HID in your headlight you should look into a projetor conversion, traditional lights that use halogen bulb are not optimised for HID so an HID bulb on a halogen light casing may look bright but since it's not focused properly mojority of the produced light are not aimed to where you need it to be (the road), in most cases it is aimed to high that it creates glare for oncoming vehicles and can easily cause an accident since it can blind the oncoming vehicle's driver.
