Normally, off and condenser fan maski na naka-on ang AC compressor. Fan turns on when ac refrigerant pressure or temperature is too high. Fan cools down the condensing unit to bring down pressure.

Mag turn on ang fan kung naka idle ka for some time, and hindi umaandar and sasakyan. Fan is normally off when the car is running due to sufficient cooling from increased air flow through the front grill.
