August 31st, 2018 12:28 PM #1Hi, just want to seek opinion from other entreps. Just came from the QC city hall, and this consultant is asking me for 30k 'for the boys'. Does it really have to be like this? Kailangan may 'under the table' for them to process your permit?
A friend of a friend said na she went through the 'normal' process and had to wait for 6 months cause they were not paying any attention to her application kasi walang 'lagay'. She eventually paid. Just not sure how much.

get the name nung nanghihingi then call 8888 - Citizen's complaint hotline for corruption and red tape.

August 31st, 2018 02:30 PM #4No you wont get your money back...and that is just the start...pag sinanay mo ang systema ng lagay...the fire inspector and the likes will come knocking on your door also...bibentahan ka ng fire extinguishers then fire hasard ka..sad to sa PH is not a good place to do business..

August 31st, 2018 02:37 PM #5How do I say NO? Parang I was trapped. He told me, sige mag normal process ako, ibabalik nya daw money ko, pero it will take me 6 months or more. Scary lang first time ko maka encounter ng corrupt official. Just want to know if others experienced this na kailangan may 'lagay' or else iipitin ka.

August 31st, 2018 02:55 PM #7Just make sure you have your application stamped when you submitted it for processing.
Kapag hindi lumabas ng 1 month, send a letter asking why it's not being released copy furnished the Office of the Ombudsman. Tried it and it worked. Obligado kasi sila sumagot sa letter mo in 10 days stating the reason for non-issuance of your Business Permit.

Get the name of the one asking for the bribe.
File your documents as one would normally do, meaning idaan sa tamang proseso.
Then, kung ma-delay ang processing (lagpas sa prescribed processing period indicated
in their Citizens Charter) follow-up mo sa kanila in writing yung status ng application
mo. They must answer that in 5 days.
Kung malabo pa din ang status ng papeles mo or di sila sumagot sa letter mo, file a
complaint with the following offices:
Ombudsman
Civil Service Commission
8888
Please indicate in your letter the name of the person asking for the bribe, and his stated
reasons for doing so ("for the boys para mapabilis and proseso").
Kung magbibigay ka kasi, parang na-totolerate sila sa ganoong kalakaran. I believe
it is also our duty as citizens of this country to help eradicate corrupt people
in government.

I guess kind of vulnerable ako at that time because he was threatening me na ma blacklist ang business ko. Sabi ko, "how come? Eh I'm not doing anything illegal and this is just a franchise."
Traumatic bumalik sa city hall. Anyway, thanks again guys for the tips. I know what to do next time.
