Go to the BIR, they will tell you what to do. Printing press needs an approval from BIR kasi before they can print invoices, OR's and return slips afaik.

BIR personnel can recommend some printers within the RD.

Just go to your BIR RD, fill up some forms, submit those forms, and wait for a few days for the release. After that, you will receive your Cert of Registrstion and Authority to Print.

From there, you can now ask your friendly BIR office to recommend a printer.

In my case, the cashier in my RD is the one taking care of my receipts, she has a friend whose business is printing.

Disclaimer: i haven't paid or give anything for her help. She just wanted to help her friend to get clients.
